Engineering, Technology, and Strategy Lead       

Responsible for strategy and execution framework of non-profit programs 

  • Lead technical research projects and initiatives to include establishing strategic engineering and technology roadmaps, define and execute technical benchmarks, identify technical and social work trends/gaps through software tools, provide technical support for grants, create technical process improvements, and inputs for white papers

  • Technical liaison with universities to define Masters thesis and PhD research scope to work with the organization to establish academic research to support policy engagement opportunities through extensive quantitative research and analysis

  • Lead, conduct, and advocate for digital transformation/modernization of social work technical processes and systems to support emerging technology and trends (to include utilizing AI to increase data performance and research analysis)

  • Lead technical specification creation and architecture for research development, white papers, and patent drafts

Engineering & Program Manager                                                                                                                                               

Manage for-profit business operational aspects of Engineering and technology organization and provide direct support to executive leadership ensuring the leaders’ vision is translated into an operational reality.

  • Drive teamwork, communication, collaboration, execution and commitments across Architecture, Engineering, Data, Product Management, Data Science, Operations, and other stakeholders to establish prioritization and influence of technology roadmaps, operational excellence standards, process improvements, and resilience in incorporating technical change with Digital Transformation (to include cloud, artificial intelligence, and machine learning) initiatives. Organization consists of 2200+ personnel and $200M+ budget

  • Directed all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs and subsystems for Mission Systems Team and Research and Advanced Design. Participated in negotiation of contract and contract changes. Coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.

  • Liaison to support driving technical and engineering innovation to develop patents within the organization

  • Technical Lead of $9M+ Navy and Under Secretary of Defense Research and Advanced Design (OUSD(R&E)) 5G (cloud and radio access network) system. Technically responsible for overall program, including IPTs and supplier performance. Leading in delivery of system reference architecture via MBSE, RF trade study for non-interference bands on Naval platforms, virtual prototype, physical prototype, and RMF package for IATT/ATO. Positions for future deployment to incorporate Artificial Intelligence / Machine Learning.

  • Systems Engineering Subject Matter Expert for $2B proposal. Successfully supported the review and constructed feedback for program and corporate to ensure success of the proposal and future execution

  • Successful negotiations of multi-life cycle programs saving $50M in various contract types (CPIF, FFP, NTE)

  • Established design concepts, criteria and engineering efforts for product research, development, integration and test

  • Key member of a proposal (~$200M+) advising the team for flight software and hardware integration and by communicating with 10+ large organizations, 10+subsystems, and sectors. Negotiated 12% incentive for successful RFP and execution.

  • Identified, tracked, and mitigated $26M+  risk for DoD classified programs 

System and Web Engineer                                                                                                                                                                      

Responsible for delivering customer requirements for system and site requirements. Specific areas of technical responsibility include the following:

  • Responsible for software development lifecycle by applying patches and upgrades using various programming languages

  • Implemented web technology security for company website and mobile application

  • Worked with stake­holders to turn requirements into functional systems, sites, and applications.

  • Established and maintained system and function level requirements for remote systems in various environments.

Cyber Systems Engineer                                                                                                                                                                       

Performed enterprise and systems architecture design and support for non-profit organization. Trained by U.S Air Force Cyber Command. 

  • Responsible for requirements, configurations, patching policies, software levels, and system functionality of servers, workstations, virtual machines, and applications via Red Hat Linux and Windows.

  • Performed data validation and testing of various hardware and software baselines.

  • Worked with stake­holders to turn requirements into functional systems with custom build outs

  • Responsible for writing Concept of Operations, Business Impact Analysis, requirements, Scope, and Systems Security Plans (SSP).

  • Implemented intrusion detection systems, cryptographic algorithms, and mitigated threats (using Splunk, Sophos, Nessus, and Lumension)

  • Created training material for state squadrons (50+) to implement and test kick starters
